Shelter's February 2003 response to the Government 's consultation paper: 'Tenancy Money: Probity and Protection'. The paper included proposals for legislation to regulate tenancy deposits and other tenancy fees.

Summary
This legislation should be seen as part of an integral package of measures to strategically tackle homelessness by giving more people the opportunity to obtain decent private rented accommodation.
Shelter's response to the legislative options suggested in the consultation paper include requiring:
- statutory regulation
- the direct collection and holding of deposits by landlords to be made unlawful, and introducing a statutory, custodial scheme
- written contracts in all rental agreements
- statutory definition of the costs that might have to be met out of a deposit.
