Reform to the Housing Benefit (HB) system, featuring a flat-rate Local Housing Allowance (LHA) and direct payment of benefit to tenants, was trialled over a two-year period in nine areas, also known as Pathfinders.

Summary
Shelter monitored these reforms over the two-year period in both Pathfinder and control areas, building a large database of private rented property advertisements, conducting telephone research among landlords, and gathering feedback from advice workers on the ground.
