This report examines the impact of the Government's new system for paying Housing Benefit, the Local Housing Allowance (LHA).
When the Government first consulted on these reforms, a number of concerns were raised, particularly about the impact of removing the choice of direct payment to landlords. This report shows that, to a large extent, these concerns have not been realised, something that is clearly to be welcomed. This is mainly due to the LHA being set at realistic levels and the efforts made to ensure that advice and support is available to tenants in the pathfinder areas.
