Indicators of effective governance

Effective governance and strategic leadership are fundamental to driving forward a joint working agenda. Chief executives, directors, lead members and board members should ensure that practices are fully embedded, properly funded and acknowledged as ‘critical’ to the wellbeing and long-term positive outcomes for children.

Shelter has identified a number of particularly effective examples of housing and children’s services working together at governance level. Based on this knowledge we have developed the set of benchmark indicators outlined below, which will aid successful implementation and help local authorities and registered social landlords to monitor and map progress. Shelter's joint working indicators

Shelter’s joint working indicators support existing structural and legislative arrangements that provide housing and children’s services with opportunities to improve joint working. 

  • Ensure that children’s trust boards (CTBs) have clear objectives relating to homelessness.
  • Housing services are involved with and have clear roles and responsibilities on local safeguarding children’s boards (LSCBs).
  • Lead members for ‘housing’ and ‘children and young people’ portfolios demonstrate a clear commitment to homeless and badly housed children and young people.
  • Directors of children’s services demonstrate clear commitment to meeting the needs of homeless and badly housed children and young people.
  • Directors of housing services demonstrate clear commitment to meeting the needs of homeless children and young people.
