The Homelessness Act 2002 required local authorities to undertake the challenging exercise of conducting comprehensive reviews and developing homelessness strategies in England.
This report is the first to assess the extent to which local authorities have been able to comply with this obligation.
Based on a review of completed strategy documents and interviews with key staff in 15 local authorities, the report contains good practice examples to provide guidance and support to other authorities.
As all local authorities have to review their homelessness strategies by July 2008, this title provides an ideal opportunity to go back to their learning from the first time round in 2003.
