Summary

Each year 1.1 million people experience some form of civil legal housing problem. This paper presents an overview of research commissioned by Shelter to get a definitive view of the nature of those housing problems, the impact they have on the households affected, and the steps individuals take to resolve them. The findings are from national government surveys which allow comparison to other types of civil legal problems. Additional findings demonstrate how severely these housing problems are perceived by the general public.
