Uncharted Territory - Managing mortgage arrears and possessions

Shelter commissioned Professor Janet Ford and Dr Alison Wallace from the Centre of Housing Policy at the University of York to research how mortgage arrears and possessions are being managed by lenders and borrowers in the current economic climate. The study looked at the measures that have been put in place to assist borrowers and identified what more needs to be done to protect homeowners over the longer term. Read summary and download

Mortgage and Secured Loan Arrears - Adviser and Borrower Surveys

AdviceUK, Citizens Advice, Money Advice Trust and Shelter are undertaking research into how well the government and industry initiatives to lessen the impact of rising mortgage arrears and repossessions are working in England and Wales. The research assesses adviser and borrower views on the impact of the pre-action protocol on lenders’ and judges’ practices, advisers’ experiences so far of the mortgage rescue scheme in England and of changes to support for mortgage interest. A specific aim was to explore whether differences can be seen in the practices of different lender types. In addition the research explores the advisers’ views on outcomes and support for clients following repossession. Read summary and download

Response - OFT Draft guidance on second charge lending

Arrears and repossessions have risen dramatically as a consequence of the credit crunch and Shelter has seen a large increase in the number of clients seeking advice on these issues. The Finance and Leasing Association estimates that approximately 1750 second charge repossessions were made in 2008, although there is no data specific to second charge repossessions available from the Ministry of Justice. Shelter’s advice services continue to see poor practice amongst some second charge lenders, in particular with regard to arrears management, and we believe that good guidance from the OFT could help to improve lender behaviour.
