In the emergency budget on 22 June 2010, the Chancellor announced a change to the way that local housing allowance (LHA) will be calculated from April 2011.

Instead of being set so that roughly half of rents are affordable in an area, it will be set so that only the bottom third are available to people on LHA.

Our table shows you how much lower LHA rates would be per month after this change, for each local authority and size of property.

Please note that these are estimated figures, and not statements of what the rates will actually be reduced by when the system changes.

Other measures announced in the budget and included in the table are:

  • the introduction of a cap on the amount of LHA payable: where the new 30th percentile rate (roughly the bottom 30% of rents) would exceed the cap, the cap has been applied in the calculations for the table (this only applies to a few areas in London)
  • the removal of the 5+ bedroom rate: the top rate will now be the 4 bedroom rate – this is why the drops for those currently on the 5 bedroom rate are higher.

Further measures announced in the June budget include:

  • the removal of the £15 weekly excess, from April 2011
  • non-dependant deductions will be increased substantially over three years, from April 2011
  • LHA rates will cease to rise with local rents and will be up-rated on the basis of the Consumer Price Index, from 2013

In October's comprehensive spending review the Chancellor also announced:

  • the threshold for the Shared Room Rate will rise from 25 to 35, from 2012.

The table figures have been worked out using the DWP's figures on the impact of the June budget.
