Discuss housing options

If the property is unaffordable the tenant may need to consider other housing options.

Social housing is generally more affordable than other types of housing but changes in income or household size might mean the tenant cannot afford their rent.

A social landlord can issue a notice seeking possession if the tenant falls into rent arrears. If the tenant cannot afford the rent, they will be at risk of eviction.

Discuss downsizing

Explore whether the tenant is eligible for a smaller property to reduce housing costs. Support them to apply for a downsizing scheme or mutual exchange if this would make their accommodation more affordable.

Downsizing can resolve problems caused by liability for paying bedroom tax.

Explore transfer options

A social tenant could apply for a transfer to a different property or exchange of their tenancy with another social tenant.

Mutual exchange

A mutual exchange is where two or more social housing tenants swap their homes. This can lead to a property that better suits the tenant’s financial or housing needs.

Transfers

Some tenants can apply to their landlord for a transfer to a different property.

Transfers that are initiated by the tenant can be dealt with outside the allocation scheme, except where a tenant is entitled to reasonable preference.

Check for lodger options

Confirm whether the tenancy agreement allows the tenant to take in a lodger. If permitted, explore how this could help cover any rent shortfall and improve affordability.

Refer for homelessness advice

A tenant can be classed as homeless if the property is unreasonable to occupy due to affordability. If the tenancy remains unsustainable, make an early referral for homelessness advice. Starting a homelessness application promptly gives the tenant the best chance to secure alternative accommodation.

A social tenant should think carefully about ending a social tenancy as they may not be able to get another. A tenant should not end their tenancy without alternative suitable, affordable and long term housing to move into.
