This half day online workshop explores how a local authority assesses a person's vulnerability when deciding if a homeless applicant is in priority need.
This workshop is part of Shelter’s Homelessness Inquiries Series. Book three or more workshops in the series for a 10 percent discount.
What this workshop covers
This workshop will focus on whether an applicant is in priority need for homelessness assistance.
When a local authority assesses priority need, it first considers whether the applicant automatically qualifies. For other applicants, the local authority considers whether the applicant is vulnerable.
You'll explore practical examples in small groups and can put questions to our expert trainers.
Who this workshop is for
You'll have a good understanding of the homelessness legislation under part 7 of the Housing Act 1996.
You might be a local authority housing officer, homelessness officer, or work in a homeless prevention team.
The event is also suitable for staff and volunteers at voluntary agencies who provide advice and assistance to homeless clients.
Agenda
The session begins with a brief overview of where priority need and vulnerability fits in a homeless application.
The event will cover medical evidence and the local authority medical assessment.
The speakers will lead a deeper dive into the topic including:
who is classed as vulnerable for special reasons
examples using the homelessness code of guidance
case law relating to priority need and vulnerability
challenging decisions about priority need
There will be opportunities for discussion with other attendees using scenarios, prompts, and priority need case studies. You'll be able to ask questions of Shelter's expert trainers as part of the workshop.
