It is a common assumption that, with the supply of new housing failing to keep pace with demand or fill the backlog of need, homes which are currently unused canfill the gap. Shelter has investigated the possibilities of using the existing housing stock more effectively. The three key issues of focus are empty homes, second homes and under-occupied homes.
