There is now a general acknowledgement that we have been consistently failing to build enough homes for a number of years. The Government has taken a number of steps to increase housing supply, but the question is: do these initiatives go far enough? And, even if they do, are there other factors that will prevent timely delivery of the required growth in housing supply? Are further changes in policy or process required to improve delivery? This discussion paper seeks to address these questions.
