Response - Homelessness Code of Guidance for Local Authorities
Overall Shelter believed that the Homelessness Code of Guidance provided a comprehensive resource for local authorities and accurately reflects the policy intentions behind the changes that the Homelessness Act 2002 and the Homelessness (Priority Need)(England) Order have introduced.
Shelter had three main areas of concern:
a restrictive approach to the new priority need categories
the position of homeless former asylum seekers leaving their National Asylum Support Service (NASS) accommodation
homelessness functions where the local authority no longer has a landlord function.
