identify whether a client is eligible for homelessness assistance or social housing
provide initial advice on eligibility rules to British citizens, EEA nationals, non EEA nationals and their family members
provide initial advice on the eligibility of households with both eligible and ineligible members
signpost non eligible applicants for further help
