Sarah Elliott

Chief Executive Officer

Sarah Elliott, Shelter's CEO, stands smiling in front of a canal.
I am honoured to have the opportunity to build on Shelter’s incredible track record successfully campaigning alongside, and supporting, those affected by the housing emergency. Like everyone who is part of this incredible charity, I am impatient for change and am determined to help us deliver it.

Sarah is a leading figure in the voluntary sector with more than 20 years’ experience championing social justice and driving change. She became Chief Executive of Shelter in September 2025, leading the organisation’s fight for home. Previously, Sarah steered the National Council for Voluntary Organisations through the challenges of the COVID-19 pandemic, serving as Director of Policy and Volunteering and later as Chief Executive. Her earlier roles include senior positions at Epilepsy Society and The Neurological Alliance. Alongside her executive career, Sarah is a trustee of the food poverty charity Trussell and has previously served on the boards of National Voices and The Brain and Spine Foundation.
